Еxamines the existing legal gaps in the preservation of Yerevan’s twentieth-century architectural heritage and their impact on the protection of the city’s historical and cultural environment. It analyzes the current legislative framework of the Republic of Armenia, the powers of local self-government bodies, mechanisms for the protection of cultural assets, and the effectiveness of their implementation. Particular attention is paid to the legal status of Soviet-era and modernist architectural structures, as well as to the ambiguity of preservation criteria - namely, to what extent and by what means a given architectural or historical-cultural property should be preserved. The study addresses the following questions: Should a building be preserved in its entirety or only certain elements of it? What modifications are permissible during reconstruction or redevelopment? According to which criteria is the historical and cultural value of a building assessed? The article also examines and analyzes the impact of urban development and investment policies on the historical environment. In addition, it presents comparative observations of international experience and offers recommendations aimed at improving the legal framework, strengthening institutional mechanisms for heritage protection, and preserving the architectural identity of Yerevan.
