The study presents a comparative assessment of the seismic behavior of dams in Armenia and Turkey, with particular emphasis on documented performance during the 2023 Kahramanmaraş earthquake sequence. The study aims to identify directions for modernizing seismic vulnerability assessment of Armenia’s state-owned special-purpose reservoir dams. Scientific publications, post-earthquake reconnaissance data, historical records, and current regulatory documents were synthesized. The results show that PGA is necessary but insufficient as a stand-alone indicator. Surface fault displacement, liquefaction and seismic densification, actual structural and operational condition, monitoring capacity, and potential downstream consequences should be evaluated separately. An eight-factor screening framework is proposed to support prioritization of detailed investigations and safety-upgrading measures. The framework is intended for portfolio-level screening and does not replace site-specific geotechnical and nonlinear dynamic assessment of individual dams.
